Besides checking the anchor at the beginning of the dive,
check it at the end to make sure it didn't move and get stuck,
and use enough scope that it will a) stay put, b) stay on the
bottom even if it does drag into deeper water.

And use the right anchor for the bottom where you dive. For most
NorCal sites that would be a good Danforth (NOT one of the cheap
$20 knock offs) or maybe a Bruce (I'm not a fan of Bruce anchors
because I've seen an unfouled Bruce drag in good sand, a Danforth
would have just burried itself.) I suspect SoCal would be similar.
