PWC drivers act like nuts and are not "situationally aware" because it takes a lot of concentration to ride in the ocean in chop at fifty. I am also a pilot and I can say riding a PWC is like flying IFR in bad choppy weather...not much time to look around. the best bet for a PWC operator is to head out to open water and avoid crowded areas.

As to diving, I am glad the gov is not involved in regulations, but I do think training is essential, even if it is the new watered don PADI lite stuff, unlike the harder more in depth training of the 70's.

Pilot licenses for boats? Sounds like a good idea, but than again, so did medicare, social security, welfare, the war on terror, the war on drugs, etc. If you really want to get something screwed up, place someone in charge of it with no responsability to efficiency or cost control, ie...let the goverment handle it. From what I can see, the only thing they do well is air traffic control and collecting taxes.

We have our own limits on poor training in scuba, tis called a funeral.
