I keep my steel tanks upright in a walk-in closet under the stairs after tehy are dry - its cool and dry so is a good place for storage. Usually keep them at 300 or full. Sank 1.5" eye hooks into the studs and run a bungee between 2 tanks - can't fall over. Am down to 1 Aluminum which I keep flat on a shelf in the garage with a tad over 300 PSI.

Some controversy on keeping steel upright or flat - I always heard upright as the logic is that if there is water it'll condense on the bottom and easier to spot any rust issues. Sent an inquiry to PST and will post their response as I'd like to know what the mfgr recommends.
