After hearing from a DFG marine warden in San Diego I agree with Jim. DFG needs a warrant to search your home. DFG said this:

"We can’t enter a home without a warrant, but we can inspect(without consent) any fisherman’s or diver’s (or anyone suspected of fishing or diving) car, boat, and any receptacle that can contain fish (including invertebrates) or parts of fish thereof."
