After reading all these replies, there essentially seems to be two camps. Camp A believes that as long as you engaging in an otherwise lawful activity, you beleive the government has no right to arrest you, meaning detain you, which the courts have defined all detetntions including stop as an arrest, then to search you and your effects, and you do not wish to be searched as you beleive it is unreasonable.

Camp B beleives that even while engaging in legal activities, because there is a potential for engaging in criminal behavior, they believe the government has the right to arrest you, detain you, search you and your effects, effects being you home amongst other things at any time you are engaging activities that otherwise are legal.

Under the Camp B scenario, that means since you are on a dive boat, and dive boats may have hunters, and hunter need licenses, and that means regulations, and those regulations might be violated, everyone should be arrested on a dive boat and have their effects and bodies searched.
