California diving generally takes place around areas with rocky reefs. Kelp requires some kind of rocky substrate to hold its roots. It can not grow in sand. Lights are a good idea in California because the sand is not as reflective as it is in other places, and, the rocky reefs block light as do the kelp plants.
There are many great places here to dive that are no deeper than 25 feet. As for crescent bays, I don't know if there are any or not. Whites Point has one of the biggest expanses of shallow terrain that I know of and the water there can be as much as 10 degrees colder than Catalina.
