It's funny you ask this question because I just asked my dive buddy the exact same question yesterday! He did not know either.

I looked in the Gotshall Guide to Marine Invertebrates, and the picture that comes closest is of a single critter. You saw aggregations of many of the same critter.

It may be the Scaled Worm Shell (Serpulorbis squamigerus) which is picture #111 in the Gotshall book.

For snorkeling, you might try Treasure Island, aka Montage Resort. In south Laguna, it has shallow waters with surfgrass and reef structure in a protected cove.
