Try a Sony mini DV recorder, many models to choose from and almost all fit in Ikelite housings. This will be about as cost effective as you can go. Look at bhphotovideo.com, they have best prices for both. Company is in New York so no sales tax either. I use a Sony TRV25 and love it for both good topside and underwater pictures. Make sure you get a digital video to facilitate easy editing on the PC.
