I know most of you rarely venture near surf, but if you do, you need to be able to ditch your rig outside the surf line should it get too rough. The same applies to kayak divers. Your BC needs to be able to float, with a FULL tank.

I know for certain that my SS plate, weighted STA, full HP100, and 10lbs of attached, ditchable ballast will barely sink my wing rated for '36' lbs. I've not confirmed what its capacity truly is. That's the problem with the 27lb wings.

If the BC never left your wetsuited body, then yeah, 20 would probably do. But that isn't good planning, and a big problem with the S and M sized women's BCs.
