Probably my fault in not making it clear.
My point is that I would consider it a benefit if a new diver could be taught how to manage buoyancy (in a controlled environment, e.g., pool) without a BC before they are introduced to the BC. I understood you saying that the legal environment prevents that from being done.

It is like being taught skin diving skills before going to scuba.

My point was not to train new divers to dive without a BC and I'm not out for a field day.
