No, not really. I just hadn't heard that situation before. And given the option, I'd always rather have the institution (who probably has an established relationship) pursue their own payment rather than have to do the work myself to seek reimbursement from DAN.

I don't mean to pry, it's just that I do a fair amount of dive related travel, and Mexico has always been a favorite destination. As yet I have not had need of medical treatment for dive related injuries (knock on wood), but this is the type of information that I would hope to know ahead of time. Whether or not an operation is part of the treatment "network" or not is the type of thing that could swing a close decision on who to dive with.
