Chapter 18.21 SKIN AND SCUBA DIVING

"The violation of any of the provisions of this chapter is punishable as a misdemeanor. (Ord. 506 (part), 1962)."

A misdemeanor is a serious offence, often calling for serious jail time. How do you intend on prevailing in a trial when this law is now only "selectively enforced" by your dept. ?

Also, how does a CITY municipality, whose legal jurisdiction ends on the mean high tide mark ( ie ends at WET SAND ), plan to enforce this law when the only conceivable "VIOLATION" of the "law" occurs in the Pacific Ocean, WAY WAY outside the City's jurisdiction?

Confused, as usual...
