Supposedly carry on x-rays only harm 400 and higher. We carry ours in a lead lined case as carry-on - sometimes they'll hand inspect it as the lead pack may raise an eyebrow. Kodak recommends against checking any speed of film through due to thr powerful scanners now used on checked baggage (even the lead lined pouches can be compromised).

Hope you can find a developer in Cabo - would be worth it as you'd know what damage was done (if any) and you can rest assured that the processed film will be safe.

Sorry to hear you got off to a bad start - we too are avoiding Mexico due to incidents like yours.
