When my grey anchor is just visible against the tan sand. And
there are markers on the anchor line so I have a pretty good
measurement of how far from the anchor. I can usually see a
high contrast target (sand/rock boundary) about twice is far.

The OFFICIAL way to measure vis is with a Secchi disk, which is a
rather high contrast target. http://en.wikipedia.org/wiki/Secchi_disk
