Polarize both the light source and put a polarizer on the lens.
Edmund Scientific has sheets of polarizing material that's good
for the light source. Start with out the polarizer on the lens,
and adjust the angle of the light source polarizer to minimizer
the specular highlights. Then add the filter on the lens and
minimize them some more.

BTW, this works well for copying prints too.
