I'd assume the County Lifeguards or anyone maybe any member of an agency charged with law enforcement... maybe Parks and Rec which has an underwater unit. I'll send an inquiry to a couple of the Supervisor's Field Deputies and ask as I'm curious as well. Maybe someone following this thread knows.

Maybe modernizing this is not even worth pursuing...if the cert. agencies and instructors want to dumb down thier standards, that should be a right in a free market system. Buyer beware. Plus there's always the threat of a wrongful death or injury liability - keeps the lawyers employed. Sadly it also keeps some people from getting into the professional side of diving due to the high economic risk undertaken - just isn't worth risking your assets for the comparativly meager rewards.
