Good question.
I have lived at the beach for most of my life. It seems to me the occurrence of severe red tides (in Manhattan Beach where I live) have decreased in both intensity and number over the years. My experience seems contrary to what you say you have read.
However the effect on sea mammals has increased in recent years. Is this due to changes in the environment, or just a consequence of the increasing pinniped population?
Perhaps the effect on sea mammals is more complicated than researchers have yet discerned. But I do agree that our effect on the ocean environment has increased, especially due to runoff. This is almost inevitable with our ever increasing population.
