Reserves under the MLPA are NOT exclusively about management of fish stocks to make more fish available for commercial and recreational fishermen.

Reserves are also about protecting representative areas of California's marine habitat, with the goal of ensuring the long-term survival of intact ecosystems. Think parks in the ocean.
