I assure you they weren't rubber. And if you really press them on it they'll claim to be "shooting at sharks" which apparently is legal (who really knows?).

If one really wants to get in an uproar about violations of the marine mammals act, just hang around yachtie marinas and see what nice people they are for leaving "food" out for the nice creatures. Again, not many, but a few. Someday someone is going to do a study on the density of sea lion mortality and find that a striking number of them seem to expire in locations where rich folks are upset about them defecating on their toys.

But you have to understand that these things are not going to change any time soon. Sort of the "look the other way" attitude from those in authority. Kind of like the fact that DFG estimates that over 1/2 the commercial landings go unreported, but really doesn't seem to eager to do anything about it.
