If I'm not mistaken, neoprene does not consist of ony bubbles which would compress, there is a lot of rubber in between, and that basically does not compress. So, measuring 1/8" at depth (how did you measure that?) still does not dis-prove the buoyancy loss. Buoyancy does not come from (heavy) rubber, it comes from the bubbles.
