Microbubbles are not the only thing giving you positive buoyancy in the water. Anything with a density lower than sea water (which I believe is 1.03g/ml, or 3% more than fresh water) will float. In addition to the bubbles in neoprene is the physical material itself. What the ratio is of rubber to dead air space I don't know.
