I don't think the sticker is silly because it clearly identifies a tank that may have more than 21% O2 in it. It throw up a red flag to a diver that beware check the O2 level before using. IMO, this is a safety feature that could save a life.

You seem to be proving the 24 hour and even the 12 hour no fly rule wrong. But, are you diving air? If not then the rules may be different when using whatever mix that day by you. It doesn't seem like enough evidence to change the rules for other divers.
